What's the cheapest handheld PDA out now with WiFi capability? Is it worthwhile buying a PSP for webbrowsing?

I'm looking to buy a Handheld that i can use in WiFi spots for checking emails and websites, as well as using it to chat in MSN Messenger or Yahoo. What's the cheapest I can get away with in the UK? Has the PSP console got good web capabilities?
